FERC has delayed approval of construction for the Independence/Marketiink/Supply Link projects by asking the affected companies for more information, including potential impacts on the environment. The agency's move on Dec. 15 came less than a month after the Independence item was pulled from the agenda for the Nov. 23 meeting. Transco had requested a decision from FERC by fall in order to get the project in operation by Nov. 1, 2000. Besides environmental information, FERC requested that the companies obtain executed contracts for about 70 percent of capacity - of which 35 percent must be with non-affiliates - before construction may begin.
