At the July G8 summit in Gleneagles, Scotland, it was widely expected that British Prime Minister Tony Blair would pressure President Bush into joining most other nations in their attempts to limit global warming by agreeing to specific reductions in greenhouse gas emissions. Instead, it looks more like Bush has won Blair and the other G8 leaders over to a technological approach to the problem. The Kyoto treaty signatories, agreeing to various reductions targets by 2012, are now realizing that these emission reductions cannot be accomplished by simply signing a treaty. With Kyoto being ratified this past February by 141 nations (with the notable exceptions of Australia and the U.S.), it is significant that the EU nations already are looking like they will miss those reductions targets — in some cases, spectacularly.
