It cannot be overemphasized that this article provides only a general overview of the extensive negotiations, research, and consultation involved in obtaining a joint EIS from FERC and its cooperating agencies. In addition to approval from the federal agencies in Table 1, the Elba III expansion project necessitated local permitting (such as county zoning permits) and multiple permits from the state of Georgia. The permitting efforts have been ongoing since 2005 and have encompassed hundreds of thousands of man hours, even though the project is an expansion of an existing facility.rnThe multi-tiered governmental approval process necessary to expand the Elba III Terminal Project typifies the efforts required in authorizing the construction and operation of an LNG terminal facility within the U.S. and its territories. However, the perception of natural gas as the bridge energy source of the near future, and the ever-increasing demand for natural gas, make the extensive permitting well worth the effort.
