Judge orders EPA emails and document that were withheld to be added to administrative record in suit over TDML process

U.S. Judge Sylvia Rambo of the Middle District of Pennsylvania ordered on Dec. 28 that a number of email chains and a report withheld by the U.S. Environmental Protection Agency be included in the administrative record in a lawsuit alleging the EPA circumvented the normal process in promulgating the Final Chesapeake Bay Total Maximum Daily Load for nitrogen, phosphorus and sediment.
