GASP says 6th Cir. ruling on physical proximity is not persuasive in dealing with Marcellus Shale gas wells

Group Against Smog and Pollution (GASP) contended on March 5 that "functional relationship" remains a valid source determination consideration under the Department of Environmental Protection's oil and gas source determination policy and remains U.S. Environmental Protection Agency's EPA's source determination policy outside of the U.S. Court of Appeals for the Sixth Circuit.
