The relevance and use of cost assessments in climate change decisions

摘要

Three key dilemmas in climate change policy making are ad- dressed: adaptation versus mitigation, early versus delayed mitigation, and domestic mitigation versus international mechanisms. Arguments supporting pole positions in these dilemmas are summarized and their implications for costs as- sessed.
