Maintenance human factors training requirements are coming to the Federal Aviation Regulations, and FAA is taking what some might consider an atypical approach to developing the new rules: It is busily preparing guidance and its own inspector workforce in advance of even a draft rule. As has been discussed in these pages and elsewhere in the AVIATION WEEK stable (such as on the MRO Blog), FAA is re-working the maintenance requirements in Part 121 and Part 135, including the identical (and identically brief, at 52 words) training instructions in Part 121.375 and Part 135.433. The new training standards — being written by AFS-300 Aviation Maintenance Branch as you read this — will include not just requirements for human factors training in maintenance programs, but specific elements that must be covered, as well as initial and recurrent training requirements. This is similar to what EASA and Transport Canada have in place.
