Marketers in at least 15 states are looking to pass legislation that would require refiners to make available at the rack a conventional grade of gasoline that can be used to splash-blend an E10 fuel. The move comes as more and more suppliers decide to sell only pre-blended gasoline at terminals, so robbing marketers of the ability to produce their own ethanol-blends and take advantage of cheaper ethanol prices and the 5. 1cts/gal federal tax break.
