Paterson (D) has vetoed a pair of bills that would have required refiners to offer to sell or assign their interest in retail outlets to a dealer before offering the options to another party.rnThe veto means that ExxonMobil, which is selling up to 300 stations in the lower half of the state, does not have to offer the outlets to dealers first. ExxonMobil divested upstate retail assets four or five years ago.rnRefiners and jobbers lobbied hard against the legislation.
