Colonial Pipeline postpones tariffs linked to shipper history transfer

The Federal Energy Regulatory Commission (FERC) has suspended tariffs related to shippers' history transfer at Colonial Pipeline until April 15 or until another order gets issued in response to two complaints. The action is related to the lucrative secondary line space market, where Colonial Pipeline space often trades at huge premiums to actual shipping tariffs. Refiners and some multistate marketers have privately alleged that in recent years, new shippers have surfaced and simply brokered line space to refiners and other traditional shippers. In many cases, this secondary market for line space has added to downstream costs.
