'Low hazards' but 'real risks'

Entitled Common Sense, Common Safety, Lord Young's review of 'health and safety and the compensation culture' was published on 15 October wp-content/uploads/402906_Common Sense_acc.pdf). It has made some 30 odd recommendations for: (1) dealing with compensation related to negligence; and (2) simplifying health and safety administration, particularly helping smaller businesses to do simple risk assessments.
