The Emergency Workers Acts (the Emergency Workers (Scotland) Act 2005 (the Scottish Act) and the Emergency Workers (Obstruction) Act 2006 covering England and Wales) are two pieces of legislation where there is far from unanimous agreement about whether they were: (a) necessary in the first place; (b) helpful once they were in place; and (c) effective in their achievement of intent.
