In a speech last October1, Judith Hackitt, chair of the Health and Safety Executive (HSE), was unequivocal: a proper approach to health and safety does not stop the police from doing their job, and the police should not be exempted from the Health & Safety at Work etc Act 1974. Police officers like everyone else, need protection and chief constables are obliged to protect their officers and control risks to the public as far as reasonably practicable.
