Organs had been removed from 64 nuclear workers between 1962 and 1991. In only 11 cases had organs been removed for the legitimate purpose of determining the cause of death. Even if claims of ignorance of the law are to be believed, this is really no excuse. Sensitivity and human decency alone provide an even stronger imperative to consult with the grieving relatives. The irony is that had the relatives been properly consulted, in many cases consent would have been given.
