One of the apparently big changes proposed by the Lofstedt Review is a move to exempt altogether from health and safety law the genuinely self-employed who are working alone. In the terms in which it was expressed in the review, this change seems sensible. On the other hand, not only RoSPA and IOSH but the TUC and many others in the H&S community have sounded a note of caution that such a move, if not handled correctly, could actually lead to a reduction in standards, if not an increase in injuries and work-related ill health.
