Professor Malcolm Harrington's third, and his final independent review of the government's Work Capability Assessment (WCA) programme concludes that, while all of his year-one and two recommendations have been accepted, not all have been implemented1.'The pace and scope of the improvements have been slower than the review would have hoped,'he said. Harrington acknowledges that the WCA'continues to be portrayed in an extremely bad light', not least by the media, and that the review continued to see examples of people who had been poorly treated, but says that overall the DWP could be 'reasonably pleased with what it had achieved'.
