More than a month after the Federal Energy Regulatory Commission issued an order directing the expansion of the PJM Interconnection's minimum offer price rule, stakeholders still disagree about whether the agency made the right decision as well as the extent of the move's effect. The agency's order, meant to mitigate the impact of statesubsidized resources on the region's annual electric capacity auction, could mark the exit of some states from PJM's capacity market or slow the region's transition to cleaner resources, according to some panelists participating in a panel hosted by Resources for the Future January 22. Other participants, however, urged a waitand- see approach. The event was held the day after requests for rehearing of the December 19 order were due, and PJM was among the stakeholders making such a request. Given that FERC ordered PJM has to submit a filing complying with its order in March, the grid operator asked FERC to rule quickly on requests for clarification it has received, said Craig Glazer, vice president of federal government policy at PJM, during the event.
