When the Cold War ended and layoffs became a focal point of the Oak Ridge community, the Dept. of Energy introduced a "reindustrialization" program to attract private industry, generate non-government jobs and help pay for some of the massive cleanup tasks facing the federal agency and its contractors. The Oak Ridge plan was considered a model for some other DOE sites facing similar issues and pressures from long-time host communities that were depending on the federal government. It may have been Jim Hall's biggest legacy, and the former Oak Ridge manager is proud of the results, even though the level of success is hard to gauge.
