The General Services Administration is considering offering $125,000 stipends for short-listed bidders in the agency's revamped effort to find a developer to build a new facility for the National Nuclear Security Administra-tion's Kansas City Plant. A decision to offer the stipends as a way to entice more developers to make a serious stab at building the plant won't be finalized until the GSA releases a new Solicitation for Offers, a revamped attempt to finalize a deal with a developer after it struck out during an initial competition period.
