President Obama's "excessive ambition and excessive enthusiasm" for his nonproliferation and arms control agenda-including an aggressive push for warhead reductions-could weaken the U.S. position in negotiations with Russia on a replacement to the expiring Strategic Arms Reduction Treaty, a former Bush Administration official said last week. "I do worry the Obama Administration does seem to have conveyed to the Russian side it needs this agreement more than they do," Stephen Rademaker, an Assistant Secretary of State in the Bush Administration from 2002 to 2006, argued at a Center for Strategic and International Studies event last week, "and that's a very bad tactical situation from which to go into any negotiations with the Russians."
