After being suspended for a year at the request of STP Nuclear Operating Company (STPNOC), technical reviews are again being carried out by the Nuclear Regulatory Commission on the company's application for combined construction and operating licenses (COL) for South Texas-3 and -4. The NRC, which on February 10 granted STPNOC's request that it resume work on the application (AW, Mar. 2009, p. 19), is treating the design for the Toshiba ABWRs as an amendment within the COL process and is not requiring a separate design certification. (The certified ABWR design is by GE Hitachi Nuclear Energy and includes proprietary aspects not available to Toshiba.) On the downside, however, was a March 2 report on an NRC inspection conducted in January in which STPNOC was cited for four violations of quality assurance requirements in the control of documents for Units 3 and 4.
