On January 27, Rep. Adam Schiff (D., Calif.) reintroduced the Nuclear Forensics and Attribution Act in the U.S. House of Representatives. The proposed legislation is intended to strengthen efforts by the Department of Homeland Security (DHS) to develop techniques for "fingerprinting" nuclear material. The bill would also encourage the president to negotiate international agreements to govern international activities involving nuclear forensics, which is defined as "the chemical, isotopic, and morphological analysis of interdicted illicit nuclear materials and any associated materials." Similar legislation passed in slightly different forms in the House and the Senate last year, but did not become law.
