Draft rule would add to source material licensing

In the July 26 Federal Register, the Nuclear Regulatory Commission published a proposed rule that would amend its regulations on the initial distribution of source material to exempt persons or general licensees. Under the proposed revisions to 10 CFR Parts 30, 40, 70, 170, and 171, such distributions would have to be explicitly authorized by a specific license, which would have new reporting requirements. The NRC is also proposing changes to general license requirements for small quantities of source material to better align them with current health and safety standards, and is proposing revisions or deletions to make source material exemptions more risk-informed.
