The Telecommunications Act of 1996 set the stage for revolutionary change, but nothing has really happened yet. The big, across the board changes will start in 1997. Politics Senator Larry Pressler (R.-S.D.), primary author of the Telecommunications Act of 1996, lost his re-election bid. That means his spot at the helm of the powerful Senate Commerce Committee goes to Senator John McCain (R.-Ariz.). Many analysts view McCain as a firebrand. He was one of only six senators not to vote for the Telecommunications Act of 1996, because he didn't believe the Act did enough to promote competition. McCain, as head of the Commerce Committee, will push hard for further reform to the telecom industry, to implement competitive practices more quickly and in greater doses.
