RE-ESTABLISHING BALANCE IN THE NPT

Last year the Oxford University Press released Daniel H. Joyner's Interpreting the Nuclear Non-Proliferation Treaty, a welcome and overdue addition to the literature on the Treaty on the Non-Proliferation of Nuclear Weapons (NPT). Joyner, a professor of law who holds a J.D., a master's in political science, plus a PhD in law, is the author of 2009's International Law and the Proliferation of Weapons of Mass Destruction. His latest book is exactly as Ambassador Mohamed Shaker describes it in the foreword: "a new and remarkable study that greatly enhances our understanding of the NPT and which can be considered as an inescapable companion to my study of the NPT negotiations." Shaker is the author of The Nuclear Non-Proliferation Treaty: Origin and Implementation, 1959-1979, which was published in 1980-ten years after the NPT entered into force. Shaker's three-volume treatise guided a generation of US government negotiators and policy makers who worked diligently to make the nuclear non-proliferation regime agreed upon in the text of the treaty a reality, observed by the governments of the world.
