Arnold schwarzenegger has zero experience in government, but his many film roles may have prepared him well for the task of straight-ening out California's budget mess. He's been the Terminator, who blows up anything that gets in his way, and Conan the sword-wielding Barbarian, who's no doubt a natural at slashing costs. And as the Kindergarten Cop, he met the challenge of winning over people who ini- tially didn't want to listen to him. But perhaps no movie role has better prepared him to deal with California's immense budget problem than his 1994 hall-of-mirrors flick: "True Lies." In fact, one of Schwarzenegger's memorable campaign lines― the public doesn't care about figures"―is arguably a true lie. It's true on one level: he got elected without producing any numbers of substance. But it's not true on another. Voters cared passionately about at least one number: $38 billion, California's stated budget deficit earlier this year. Concern over this huge figure helped send Gray Davis packing. It let Schwarzenegger ride in by promising to open the books, not raise taxes and make everything work by eliminating waste, fraud and abuse.
