At Their Latest meeting, Prime Minister Benjamin Netanyahu and Secretary of State Hillary Clinton agreed to three basics: a 90-day freeze on Jewish settlement construction, a U.S. transfer of F-35 planes to Israel, and the primacy of drafting the boundaries of a future Palestinian state. Yet on all three, Clinton meant one thing and Netanyahu evidently heard another. The discrepancy over the freeze (Washington says it includes Arab East Jerusalem; Israel says no) and the planes (Israel understood they would be a gift; the U.S. wants the cost deducted from Israel's foreign-aid package) might be chalked up to constructive ambiguity. But the big problem is the border question.
