From time to time,decisions are made which do not seemin the best interests of the organisation or the most logicalanswer to a problem. Later stories of whims of those incharge or their prejudices circulate,eventually becomingobscured by the passage of time,leaving later historianswondering what really happened. A trouble with legends isthat,in the retelling,fact can be put to one side as interferingwith a good story.
