Fixtures of political life in Washington, be they members of Congress, Cabinet officials, or well-connected members of the working press, hold the following truths to be self-evident. First, for every disaster, such as the tragic crash of an airliner, there must be a villain, preferably one associated with an opposing political faction. Secondly, any such disaster requires prompt action. The precise nature of the action is immaterial; it need bear no close relationship to the cause of the most recent disaster. Action alone is required.
