Ofcom still grappling with Picnic as decision deadline looms

Ofcom, the UK communications regulator, is still grappling with how to make BSkyB's premium channels available on digital-terrestrial television as part of its review of the pay-television operator's Picnic proposal. The delays in receiving responses to Ofcom's separate, but inextricably linked, market investigation into the UK's pay television sector may have had a knock-on effect on a decision for Picnic. BSkyB has asked the regulator for permission to replace its three free-to-air channels on the Freeview platform with a small bouquet of pay channels available via a dedicated BSkyB set-top box.
