A scheme like this may seem radical, but it promises to deliver many of the benefits of universal compulsion - ensuring, at least, that everyone has the real opportunity to vote - but with lower costs in terms of coercion, since that is more efficiently targeted at those for whom it will do most benefit and be least objectionable. This is not to say that it is a panacea - this proposal would no doubt have to be combined with other initiatives, such as civic education and electoral reform. It would also have to be subject to public consultation before it could be implemented. Nevertheless, if we are to debate compulsory voting then options like this should be on the agenda
