GLOBAL CONVERGENCE SELF-GOVERNANCE, MINIMUM REGULATION & GLOBAL COORDINATION

摘要

In the world of rapid global convergence brought by the explosive diffusion of the Internet, the policy and regulatory framework faces tremendous changes. This paper describes the important challenges and their implications from three aspects ,1) to what extent the private sector's initiatives will be encouraged; 2) what kind of policy and regulation the government sector will take;3) how and where global coordination and cooperation will be achieved.
