In October 2019, North Korea confirmed that it has been able to successfully test fire a missile from a platform at sea called the Pukguksong-3. The weapon is a short-range ballistic missile (SPBM) that is capable of being fired from submarine. It is a noted fact that states that aspire to possess nuclear weapons as a 'weapon for coercive diplomacy and deterrence' and as a weapon to protect them from nuclear blackmail, would strive to develop a nuclear weapons capability, so they are survivable so as to be able to launch an assured retaliation. North Korea is also moving towards developing survivable nuclear forces of which submarine-launched ballistic missiles is a crucial component.
