The Frank C. Jones Award

CAPT Leroy A. Brown has been personally and directly involved in ensuring reliable and cost-effective maintenance and repairs of United States Navy ships for many years. In the past year alone he was directly responsible for the execution of 138 repair and modernization availabilrtesi of Atlantic Fleet Ships, Submarines and Aircraft Carriers with a cumulative contract value of over $712 million. Moreover his extensive expe-rience, insight and hands-on expertisp together with his proactive leadership and farsighted thinking made him a key player in reshaping the organizational structure and processes used by the Navy's ship maintenance community. His energetic support and personal involvement in much of the analysis, concept formulation and procedural development were vital to effective implementation of the regional maintenance center concept. Additionally, his strong advocacy and careful stewardship have served to demonstrate the effectiveness and value of the concept and his ideas were instrumental in standardizing it throughout the Navy.
