Short-lived campaigns are not enough

While running the World Health Organization's mental-health programme from 1967 to 1993, I realized that the biggest barrier to progress was the negative attitude held by the public and decision-makers towards the mentally ill. On being elected president of the World Psychiatric Association in 1993,I therefore decided to make reducing the stigma of mental illness the focus of a major programme that would mark my time in office.
