Improve weather forecasts for the developing world

Hurricane Sandy hit the northeast coast of the United States in October with ample warning. The storm caused widespread damage, but only around 125 people died in the region, thanks to planning made possible by accurate long-range weather forecasts. In the developing world, tropical cyclones, floods and droughts arrive with little notice and kill thousands of people each year.
