It should have become a highlight demonstrating NATO's new spirit of transatlantic cooperation by creating a real two way street, even a highway, in armament cooperation and the realization of technology transfer. The NATO AGS Project, which had been launched after a decade of discussions by the heads of States and Governments with the help of a transatlantic industries consortium (TIPS) at the Prague summit in 2002, was one of the four big projects NATO brought on the way to close strategic and operational capability deficiencies.
