National Transportation Safety Board: Safety Recommendation

The National Transportation Safety Board (Safety Board) is an independent Federal agency charged by Congress with investigating transportation accidents, determining their probable cause, and making recommendations to prevent similar accidents. We are providing the following information to urge you to take action on the safety recommendation in this letter. The Safety Board is vitally interested in this recommendation because it is designed to prevent accidents and save lives. The recommendation addresses the voluntary implementation of safety management systems by U.S. ferry operators. The Safety Board recognizes that the Passenger Vessel Association encourages its member companies (which include about 45 ferry companies across the United States, according to the National Ferry Database) to improve the safety of passenger vessel operations. The Board's recommendation derives from its investigation of the allision of the Staten Island Ferry Andrew J. Barberi with a maintenance pier at St. George, Staten Island, on October 15, 2003, and is consistent with the evidence we found and the analysis we performed.
