RAPID RESPONSE DAMAGE ASSESSMENT

Maritime incidents, such as collisions and groundings, can cause extensive damage to a vessel's structure, resulting in a huge loss and/or environmental damage. Severe incidents can endanger the lives and safety of seafarers, and cause loss of oil or cargo, posing risk to the environment and creating navigation hazards. Effective April 4, 1995, MARPOL 73/78 Annex I, Regulation 26 required a Shipboard Oil Pollution Emergency Plan (SOPEP) for all tankers of 150 gross tons or more and all other vessels of 400 gross tons or more. In accordance with MARPOL Regulation 1/37(4), as circulated by Resolution MEPC.117 (52), oil tankers of 5,000 dwt or more shall have prompt access to computerized shore-based damage stability and residual structural strength calculation programs. At our organization, the American Bureau of Shipping (ABS), our Rapid Response Damage Assessment (RRDA) program fulfills the intent of these recommendations.
