Including control cabs on all diesel locomotives makes them as flexible as possible. Two or more diesel units can be combined for a big road haul, and then they can be easily separated into single units to handle a variety of other smaller assignments. Eliminating the control cabs does make B units cheaper to build, but these cabless units can only be operated coupled to a control unit. The problem is both units become useless if anything happens to the lead A unit.
