'Whitehall must give CAs further devolution powers'

The Government has been urged to go further with devolving powers to existing combined authorities.Speaking at an evidence-gathering session of the Public Administration and Constitutional Affairs Committee this week, Greater Manchester mayor Andy Burnham said he believed the combined authority model 'could work anywhere' but pressed for further powers such as the ability to implement a tourist tax and workplace parking levy.He told MPs: 'The only way to go is not to stand still - it feels like we are a bit at the moment.'North of Tyne mayor Jamie Driscoll claimed the sector was 'handcuffed by a system that prevents innovation'.He called for the ability to offset spending against future savings and to borrow to create a regional wealth fund.
