But Steve - you clearly have spent a little too much time in the company of Whitehall's English language-destroying Sir Humphries. What on Earth does the following paragraph, gleaned from Houghton's summary, actually mean? 'Local authority funding for employment and skills provision is seen as crucial to provide "wraparound" services for engagement activity and to build mainstream activity.'
