This time last year, Birmingham City Council launched a new service, In-Source, with a simple aim: to translate the chief executive's Employee Bargain - an offer of job security for flexibility - from vision into reality. A tall order in an authority that will see around 5,000 staff displaced in the next three years, as a result of nine major business transformation programmes. To use an NHS analogy - it's a bit like trying to land a jumbo jet on a pinhead. A year on and In-Source is already achieving real and measurable results for the council and, most importantly of all, it's winning the hearts and minds of staff -the toughest but most important challenge of all.
