There are many different approaches to tackling the medium-term financial deficit being forecast in most districts as a result of the grant settlement At the most radical end of the spectrum, some districts are planning to effectively merge with near-neighbours to deliver services. This is only one in a range of potential shared-service options but, unlike many others, it has the potential to deliver dramatic savings. There is not a council in the country which is not working on a range of potential shared-services options. Getting a stable mix of services and partners to agree is not easy. Outside a range of typical transactional services, there are few examples of the shared services which make up a large proportion of district services.
