They were formed as unitary councils in the mid-1990s, have similar size workforces, budgets and populations - and both have experienced the demise of traditional local industries. But that's where the similarities end. North Lincolnshire DD, based in Scunthorpe, and neighbour North East Lincolnshire DC, with its headquarters in Grimsby, might not be twins, but they have the same roots. They have grown up together since coming into the world in 1996. Both authorities have suffered serious economic problems associated with the collapse of local industries - steel and fishing - and budgets for each council hover around the ￡170m to ￡180m mark, with the number of employees in the 7,000 to 8,000 bracket, and populations at the 150,000 level.
