Rotorua lies in the heart of New Zealand’sgeothermal wonderland – a place where, asJulian Clary once said, geysers shoot milesinto the air.And things are certainly bubbling away inthe town hall, adding to the city’s signaturestench of sulphur.Steve Chadwick, now enjoying her thirdterm as Rotorua Lakes mayor, viewed herrecent re-election as the public endorsingher Vision 2030 masterplan, although thestrategy has recently been rebranded asVision 2050.It is fair to say that she divides opinionamong councillors, all of whom have recentlybeen asked to comment on her leadershipand give her a grade. Only three responded,with one suggesting ‘no more than a D’ andanother awarding her a B for ‘building newand pretty structures’ but allegedly ignoringthe ‘basics of local government,’ whichprompted a startling overall grade of F
