A council's 'entrenched culture' has been blamed for a failure to improve its inadequate-rated children's services.In a letter presented to Torbay Council's joint commissioning team this week, an Ofsted inspector said the authority's children's services' progress 'remains too slow' and had declined.After a series of improvement notices, the service was rated inadequate in January 2016 and Hampshire CC chief executive, John Coughlan, was appointed as commissioner for children's services in Torbay.
