The former interim chief executive of Birmingham City Council, Stella Manzie, has been made a Dame in the Queen's birthday honours for services to local government. Dame Stella was appointed Birmingham's interim chief in April 2017 until the recent appointment of Dawn Baxendale as permanent chief and has had a long career in local government, as well as with the Scottish Government.The number of children taken into care in England has doubled in the past decade, figures from the Department for Education have shown.Some 14,490 children were made subject to a care order in 2017 -up from 7,440 in 2008 - while a total of 32,810 children were provided with accommodation by a council in 2017 -up from 23,250 in 2008.The Local Government Association has warned councils face a £2bn funding shortfall for children's services by 2020.Representatives of the Northern Ireland Local Government Association (NILGA) including chief executive Derek McCallan have met secretary of state Karen Bradley for the first time.
