As parliament stumbled toward the summer recess, ministers confirmed that the Spending Review would take a 'fresh look' at local government finance. In evidence to the Public AccountsCommittee, the Ministry of Housing, Communities and Local Government also confirmed they had developed a new tool to look at sustainability, however admitted that the tool was not able to cope with enough complexity to assess individual councils. It would only be able to look at the sector as a whole.
