Councils do more than provide services. They also embody local democracy, acting as a hub for civil society to give locals a voice in national debates. This might be an ideal, not always realised, but it is a noble aspiration.In today's climate, characterised by a perception that millions have been ‘left behind', their values and concerns ignored - many local authorities have set up public engagement schemes.
